It wont be easy, and there could very well be a high turn around rate due to unforeseen circumstances, but beyond pressuring the gods--who have not yet in all their time here seen fit to remedy the situation--it's the best alternative. Install a faction of seven or twelve, some odd number, and those who do not approve of decisions can voice their grievances.
