I can understand those frustrations. Believe me, I know. My home isn't exactly peachy - the only difference between there and here is the cave and the whole thing with Gods existing out in the open. But I don't think wanting peace, trying to make the best of things, is the same as complacency.
What does anarchy have to offer, compared to that? Constant chaos, destruction and mayhem? Rebellions don't exist for that reason. I don't know much about the Guard, but I don't think they want to lord over you like you imply.
