Anyone going after a person on that list is doing it to get a godkilling weapon. What do you suppose the odds are that Hope will want to help the people who want to kill him and his fellow gods? The doctors are similarly unlikely to help those who would endanger the lives of their fellow residents.

Then there are a lot of capable fighters here. So anyone who might attack you is likely to be hurt, and get no medical care. I think those things together are enough of a threat to stop people.
