A pattern of poor decisions that affect everyone and cause undue stress upon a city that already has enough emotional duress upon it.
The last one affected actual resources. This one affects lives. The curve of escalation is troubling.

( Because none of this is a first, really. They've had people murdering each other before this, had people resorting to vigilantism and not thinking about the wider consequences of their actions near constantly.

So then what you are saying to me is that these are all moves by extremely irresponsible people who only think about themselves. That's less troubling then, and more disappointing.

Some of them. Probably a whole bunch of reasons.
( She'd like to think this was really someone just thinking that this was a good way to protect people, but who really knows how true anything written on a screen is? And Kate knows, for a fact, that despite whatever powers people have, there's a certain powerlessness which comes with being dragged here, a certain urge to rebel or do something other than just sit and wait. )

What if Caedra returns and decides that it would be more appropriate to not only punish the one who took her down, but the people important to them?
Does it end intelligently, with the one who cast the stone, or does it continue down the line with others deciding they need to take their own vengeance? If everyone wants to operate on their own reasons, we could all pay the price.
