We decided that the immediate safety of the fragments and the people working on them was more important than discussing what if situations. If it came to that, we would have discussed it then with everyone who worked with us.

[Unfortunately, all Harlan knows about any of this is what he's being told now. From his perspective, "haven't thought about it" means virtually no plan, or at least no long term plan, especially since it wasn't exactly public knowledge that the fragments were all getting shipped to the lab in the first place.]
