The Sewing Shop could serve as one of those places of refuge. I could speak with Delmar and see if he'd be willing to do the same with the Bakery. I'd imagine he would be willing as he, too, has had a run-in with the demon. I'm loath to put my friends in the path of the demon, but it could easily prove necessary. And I do with that the one responsible would step forward, even in privacy, so that a plan could be enacted to keep them safe for surely they will be the demon's first target.
