Just how many here have military experience? After the shambolic events prior, I do wonder if it's merely lack of experience than anything else.

The fact a lot are treating this as a "one-off" is going to be a problem. Do you really believe that everyone will just move past this as if it never happened? It should remind you of what you are; prisoners.

At least be truthful when people arrive; that this place has been under attack and will more than likely repeat that in the future. Set the expectation, work from there and arrange drills, it's all very basic.

Convincing everyone to participate in drills is easier said than done. [Order is...nonexistent.] Some might even be offended.
